While there have been some expansions in federal assistance for substance use services, far more is needed, particularly now as the COVID pandemic exacerbates the addiction crisis and more Americans died of a drug overdose in 2020 than any other year. Addiction prevention, treatment, and recovery services continue to be severely lacking. Family support services, in particular, remain in short supply due to inadequate funding.
We urge you to send the below message to your members of Congress to encourage them to cosponsor and add a provision for resources for family support services to the Comprehensive Addiction and Recovery Act (CARA) 3.0 (S. 987/H.R. 4341), which includes a comprehensive range of funding and policy provisions to expand and improve addiction prevention, treatment, and recovery services.

I write to urge you to cosponsor the Comprehensive Addiction and Recovery Act (CARA) 3.0 (S. 987/H.R. 4341), which would build on prior laws, CARA and the SUPPORT Act, to increase the funding authorization levels and institute new policies related to education, prevention, and research; treatment; recovery; and criminal justice to strengthen the federal government's response to the addiction crisis.
While this legislation is quite comprehensive, it does not include funding for family support services, which are vital but in short supply due to lack of funding. A provision should be added to the bill to create a dedicated funding stream for family support programs. When families are involved, informed, and supported, the outcomes for those with addiction are better.
